Equitable land-use planning and housing policy are required to meaningfully address disaster risk in Peru.

This will involve: capacity building at all levels of government and society on the importance and benefits of land use planning and equitable housing; clear national and regional guidance on how to evaluate whether lands are or are not at risk; a clear, strong incentives program for local governments to develop land use and housing policies that incorporate disaster risk; and transparent and equitable enforcement. Planning and enforcement needs to be supported by the national government both financially and through the provision of technical expertise where it is locally lacking, though as noted, much of this can be accomplished by connecting local governments with existing resources.
