Use local resources to strengthen communities
As noted already, Morocco often faces floods. An increase in the number of floods over the past two decades has made authorities aware of how exposed the country is to these natural hazards, and brought home the urgent need for an integrated public policy to increase prevention and improve resilience of territories and inhabitants. Efforts to strengthen prevention through physical structures alone is not enough. Communities also play a role; risk management actions at the national level must be linked to local communities. For communities, it is important to draw on local, available resources, sometimes referred to as the ‘five capitals’ or ‘Five Cs’ to achieve a sustainable progress and integrated risk management process.
