This document is an outcome of The Third International Conference on Early Warning(EWC III) held in Bonn, Germany from 27-29 March 2006 developed in order to inform and draw upon discussions and practical examples raised during the conference, and to support the implementation of early warning components of the Hyogo Framework for Action. The Checklist, which is structured around the four key elements of effective early warning systems, aims to be a simple list of the main elements and actions that national governments or community organizations can refer to when developing or evaluating early warning systems, or simply checking that crucial procedures are in place.
